-- Charles Stirzel of Richboro, Pa., a Bush supporter, quoted in today's Philadelphia Inquirer.

Quick -- name some famous presidential ads before this year. Let's see, there's LBJ's 1964 "Daisy" ad (with the mushroom cloud), Reagan's good-cop "Morning in America" and bad-cop "Bear" in the woods ad in 1984. What they had in common a Madison Avenue car-ad feel -- trying to evoke a mood rather than make an intellectual point.

Today, the Bush-Cheney campaign unveils a major new ad it calls, simply, "Wolves." It may become the most talked about spot of the 2004 race -- especially if Bush wins. Moody and ominous, the 30-second ad mines the shadowy light-and-dark world of a mysterious forest, with an occasional nano-second flash of danger, before showing the large pack (sleeper cell?) of wolves ready to attack at the first sign of weakness. At the end, the pack is rousing, ready to pounce on....the election of President Kerry?

"Wolves" is the Democrats' worst nightmare -- slick, evocative, memorable, and utterly misleading. Like Bush's other terrorism spots, it seeks to make hay of a Democratic effort to cut intelligence funding after "the first terrorist attack on America." How many discerning viewers know that's a reference to the 1993 attack that killed 6 people, not the devastating suicide attack of 9/11? More to the point, the ad debuts on the very day that the Washington Post rips apart the real Bush record on fighting al-Qaeda, marked by stupidity and blown chances.

Doesn't matter. In the rock, paper and scissors of presidential politics, fear is rock. And the Bush people are getting this message out. A new MSNBC-Knight-Ridder poll of Pennsylvania finds that -- in spite of a lagging economy -- terrorism and homeland security is now the No. 1 issue here. It's cited by 25 percent of voters, compared to 20 percent naming the economy (which was No. 1 last month) and 13 percent saying Iraq.

And who are these newly fearful voters supporting? Guess. In September, terrorism was the No. 1 issue for 36 percent of Bush voters. Now, it's the No. 1 issue of 45 percent of W.'s backers. (Overall, the Mason-Dixon poll had Bush up a point in Pennsylvania, while Kerry had been up a point here one month earlier).

Don't get played, Pennsylvanians. The main reason that al-Qaeda remains a threat to America is largely because of the inept and inadequate Bush response to it. Don't be fooled by a pack of wolves.

UPDATE: In an earlier version we misquoted the ad, it's actually the even more misleading "first terrorist attack on America." (thanks to alert reader John B. Gaffney.
The DNC (which probably knew the ad was coming -- reportedly it's been in the can for a while) has an amazingly rapid response called "Eagle," which contrasts a bird that knows when to change direction to an ostrich with its head in the sand. (You can decide who is who. Maybe one of the campaigns will re-release "Animal Farm.")
UPDATE II: Josh Marshall (who probably sent you here in the first place) views the ad and finds it not that scary, although he agrees it's very misleading. He also links to further refuting of the Kerry-weak-on-terror charge.

Bear, irrespective of your politics, was a great spot. It didn't twist any facts, just espoused a point of view. It respected the viewer to connect the dots and draw their own conclusion. The Tuesday Team is no doubt apoplectic that this piece of crap is being compared to their classic.

Wolves was obviously done by someone who saw Bear, wanted to mimic it, but didn't get why it worked. As an ad.

We see this all the time in the ad business. Ripping off old work poorly.

Now will it scare people? We'll have to see.

Maybe the Democrats could respond with an ad called "Chimps", in which a bunch of chimps (made up to resemble Bush, Cheney et al) sitting around a table with a map of the middle east on the wall starting throwing their feces at it, with the feces landing on Iraq, while a large gorilla (with an Osama beard) gets away and runs out the door.

The tagline could say "While President Bush and his cronies monkeyed around with our national security, Osama bin Laden and Al Qaeda got away" or something like that.

(I suppose to get it aired, they'd have to substitute tomatoes or something for feces, although it wouldn't be as appropriate).

Assuming the "Wolves" clip on the BC'04 is identical to what will play on TV, I'm wondering if this is really going to be an effective ad. I actually find it a bit far-fetched and muddled and I don't find it as "spooky" as some folks have said. The deep structure seems to me odd: I associate terrorism with urban settings, not a forest. Imagine people watching but not concentrating on TV: are they going see wolves or dogs, and are they going to wonder if the Nature Conservancy is running ads?

Also, perhaps the Democrats could hire Joe Flaherty to reprise his Count Floyd character. They could show an excerpt from "Wolves" and Count Floyd would howl and go "oooh..isn't that scary, kids?" and then say, "but not as scary as what George W. Bush has done to this country, etc. etc."

Note: For those unfamiliar with Count Floyd, go out and buy or rent the newly-released SCTV DVDs. Extremely funny stuff.

Everyone uses fear - even the Democrats. They assert that Bush is going to cut seniors’ social security and he’s going to re-institute the draft.

Some might view the ad as misleading. I mean, how likely is it that some Chechen Mafia types get their hands on a Russian Suitcase Nuke. They sell it to al Qaeda. Al Qaeda smuggles it into the U.S. and sets it off.

Question: A nuke does more damage when detonated from a low altitude than ground level. Will the terrorists detonate their nuke from a car, from the top floor of the tallest building in the city, or when from a small plane flying low over the city?

First off, if the Chechen mafia gets ahold of a suitcase nuke, why wouldn't they use it in Moscow or some other Russian city? After all, that's the primary Chechen fight.

Second, if you've not been paying attention, the real danger of nuclear terrorism is currently in India, where New Dehli is under alert.

Third, how can anyone support an administration that cut funding since 2001 (until it became an election issue) to secure nuclear weapons in the former CCCP, when nuclear terrorism is one of the top two threats facing the world today?

Finally, to answer your question, it depends on the goal of whomever uses the weapon. An airburst would have a greater area of destruction, but a ground burst would generate more long term fallout. Pick a poison.

I agree the ad is disturbing, but I am a little confused about how the analogy is supposed to go.
There are these wolves roaming through the forest. Are the wolves endangered species? Aren't we supposed to be protecting endangered species? And even if they were proliferating wolves, they are in the forest, minding their own business. Say they pose a danger. How are we supposed to deal with them? Clear cut the forests? Hmmm. There is an idea.

And moreover, the Democratic response ad is set up perfectly. The Republicans are crying wolf, (what with faux terror scare after faux terror scare), and really, they are wolves in sheep's clothing. They seem harmless, but actually they do tons of damage when they get close to friendly humans.

The best part about it is that it only further proves how desperate Bush/Cheney must be at the moment; otherwise they would have foregone an obviously dangerously mendacious ad such as this.

In this ad aWol places himself as the Christological shepherd who is protecting America.

Kerry is thus played, consciously for the Christian fundies, as the "anti-christ" who allows the wolves to come to the door.

Why can't anyone put 2 and 2 together? AQ doesn't need to "acquire" nuclear material from some nefarious source. Did nuclear power plants become invisible lately? They'll just walk into a US facllity and just melt it down on the spot. Why make a bomb when you can just blow up the plant? You think they'll pass that up because it's not "dramatic" enough?

And who's going to stop them? It's not like getting weapons in the US is some sort of unbreachable barrier. The Republicans aren't going to do anything about it except blame Clinton afterwards. Our liberal press will be happy enough to pass that on and act appropriately surprised--"who could have foreseen that an enemy would blow something up?"

It was pure luck that the first WTC attack killed "only" 6 people. It was intended to be devastating. That attack should have been a wake-up call. Senator Kerry, President Clinton and the Dems ignored the broader danger and focused only on a few criminal prosecutions. The criticism in the wolves ad is fair, albeit overly dramatized.

The comment about nature is perfect. Rather than wring our hands and say, oh, what a great ad this is, it should be attacked for using wolves as the symbol of evil. Let the tree-huggers erupt in righteous fury! Let it be shown how insensitive they are to the beauty of nature.

Let the Democrats respond with an advertisement using those old film clips of people shooting wolves from helicopters. Something about George W. Bush not being able to identify the enemy, or shooting the wrong people, or going after the easy kill while the real bad guys get away.

All jokes aside, the idea of trying to tar your opponent by associating him with wolves is very dated. Except in the Idaho/Montana/Wyoming region, wolves are generally adored these days; I think this ad is utterly useless.

I think the right counter is another Bart Simpson classic -- the boy who cried wolf.

Spin it in a number of ways -- all the red-alert terror warnings and duct-tape-and-sheeting orders, or, better yet, the lies that got us into Iraq. They have WMDs! No, they didn't. They're building nukes! No, they weren't. They're in league with al-Qaeda! No, they weren't. And so on.

I would say the ad is effective for two reasons.

1) Will’s noting on his blog has generated over 50 comments. No one bothers to kick a dead dog.

2) I also understand the Republicans tested the ad before focus groups months ago and the positive reaction for Bush went off the scale. They have apparently have waited until now to release it.

Will it push Bush to his 53% vote percentage goal? Only time will tell.

I have yet to see a major ad announced by either party that they didn't claim "tested well." The only way that turkey tested well is people were duped into thinking Kerry and the liberals gutted intelligence spending after 9/11.

And to the maroon who said the spending cut proposal after the first WTC attack showed Democrats were asleep, does the fact that it wasn't passed, but a similar one proposed by the Republicans was, mean that Republicans are equally to blame? Recall, as well, that we caught the WTC attackers that time -- Al Qaeda barely existed before 1995, etc.

Note that the news articles quoted republicans as saying this ad tested well in the spring. A lot has happened since then - i.e., the debates where Kerry demonstrated to the American public that he understood the terrorism issue. Maybe this ad would have effective at that time although I doubt it. While I am partisian, my initial reaction to seeing the ad was laughter. Having seen it again, it makes me think of Bush's terrible environmental policy.

By the way, has anybody heard the Native American reaction on this ad?

Kerry should pick up on the ad right when the wolves start to gather and then show the pack:
1. Trotting from the forest into a toxic waste dump.
2. Going past a closed manufacturing plant.
3. Running past senior citizens waiting in line for flu shots.

And finally, have the wolves run up to someone wearing a sheep's costume and start licking the costumed figure's hands and feet with the final scene being that the sheep reveals himself to be none other than . . . "W".

It continues to stun me that people want to entrust our national security for the next four years to the same miserable mob of lying bunglers who (1) Let us get attacked in the first place, despite many warnings from our own people and from overseas that Al-Qaida was brewing something big and nasty. We even got a warning from a member of the Taliban government (!) who was shrewd enough to guess what would happen to his regime if the attack succeeded. But Captain Smirk just went on vacation. The use of forests and wolves is a classic fairy-tale motif straight out of the Brothers Grimm (pun intended).
Perhaps it is supposed to be Christian symbolism (in which case, Dubya is clearly the wolf in sheep's clothing, in his own sub-conscious awareness).
I, however, infer that we Americans are regarded---quite rightly, too often---by the Bushites as little children who will respond to such scare tactics.
In addition, it might very well just be a reference to that recent movie where modernity is the villain outside the throw-back of a society that is "scared". Bush et al. would like nothing better than to have our culture regress.

The Bushites and the Taliban are brothers under the skin.

This ad is dumb and will backfire. Wildlife orgs use wolves to recruit donors. They send them to elementary schools so kids can see how beautiful wolves are; they organize wolf-watching tours at Yellowstone.
